SUMMARY

Bering Global Solutions, BGS a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Contract Specialist in Portsmouth, VA at the Norfolk Naval Shipyard.

ESSENTIAL DUTIES & RESPONSIBILITIES

The Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position, and are

not

intended to reflect all duties performed within the job. Other duties may be assigned.

Draft solicitation. Perform activities associated with drafting solicitations. Required actions may include, but not be limited to:

• Review item description.

• Complete Market Research

• Identify First Article Test (FAT).

• Review Packaging Description.

• Check to see if the item is on a Long Term Contract (LTC).

• Collect other open PRs from other buyers.

• Recommending contract method. 

Issue Solicitation. Perform activities associated with issuing solicitations. Required actions may include, but not be limited to:

Identify sources of supply/ OEM etc.

Review past history/ find POC(s).

Coordinate with SBA.

Select proper clauses/ provisions.

Send/FAX out RFQ (Solicitation)

Perform data collection and analysis in support of the Government negotiation and decision functions. Required actions may include, but not be limited to:

Coordinate with customer or contracting officials for source if no offers received.

Analyze offers received.

Resolve alternate/surplus offer issues – refer to technical branch for clarification.

Gather information to support award. Perform activities associated with gathering information for an award.

Procurement/ Acquisition support. The Contractor shall continually identify process improvements. Required actions may include, but not be limited to:

Combine JMLs/ PRs for savings.

Reverse Auction (if needed) and savings occur.

Send reduction in delivery request to awardee

Contract administration services. Post Award actions, with guidance and approval by an Administrative Contracting Officer, may include cancellation of purchase orders, delivery date changes, diversions of shipments, quantity variance changes, production and delivery status, stop work orders, Contractor name changes, clarification of or changes to terms and conditions.

Contract Closeout and Data Archiving. The contractor shall be responsible for assisting in the reconciliation of inactive contracts not closed out. The Contractor shall run reports and gather data using Data Analysis and Governance (DAG). The Contractor shall be responsible to research contract close out information in the program designated by Code 500, scan & load the information into an Electronic Data Base.

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications

Bachelor’s Degree in Business Administration or Accounting And

5 years of government contracting experience or

10 years of Acquisition experience in commercial contracting.

Knowledge, Skills, Abilities, and Other Characteristics

Knowledge of business and management principles involved in contract formation, government contracting processes, such as solicitation, source selection, purchasing, contract administration, and closeout.

Able to interpret the FAR, standard contract terms and conditions, contract parts and organization, prime-sub arrangements, and supplier sales forms.

Knowledgeable in commercial contracts principles including Uniformed Commercial Code, master agreements, and other standard forms.

Knowledge of procurement principals, theories and processes is helpful. 

Ability to work independently and apply sound judgment and reasoning skills to a variety of situations, multi-task and collaborate effectively with other personnel to meet deadlines.

Verbal and written communication, attention to detail, organizational skills, and familiarity with contracts and compliance concepts.  Able to work with lengthy documents within critical deadlines Candidate must be capable of identifying potential contractual problem areas early on, assessing alternate courses of corrective action and recommending satisfactory solutions.

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job. 

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.

SUPERVISORY RESPONSIBILITIES

No supervisory responsibilities.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
