Enfield Council is a highly ambitious authority, leading on the development of 10,000 homes in Meridian Water and regeneration of its social housing and industrial estates. As government support has fallen away, local government has adapted. Staff need new skills to adapt to the fast–paced environment in which we now operate.
The Finance & Commercial directorate has reviewed its structure to strengthen career pathways, added a new layer of accountant posts to increase resilience and reviewed pay for key roles to attract the right quality of staff. We are also cutting out transactional activities to focus on value–added work.
To strengthen strategic capacity, we have split the directorate in two, with two new directors having recently joined us (Director of Finance, and Director Capital & Commercial). Moreover, we have an exciting training programme to harness the abilities of staff, so they can maximise their opportunities, both for themselves and residents.
Corporate Finance is the hub of the finance function, supporting a diverse range of activities. It produces the Accounts, Medium Term Financial Strategy (MTFS) as well as managing the Council's cash–flows and Pension Fund investments.
No area of Finance & Commercial is looking to make such significant changes as Corporate Finance. It is moving to quarterly financial reporting, while developing new long–term financial forecasting models to support a post–COVID–19 world with more volatile income sources. Equally, cash–flow forecasting on its GBP3bn capital programme is no small feat.
In 2020, the new asset register containing over GBP2bn of assets was implemented and the Statement of Accounts is now produced, based on a modern reporting methodology. Nonetheless, there is far more to do.

About the role
This post is a pivotal role to the finance function, as it will not only manage Systems Support but will lead systems improvements to SAP in advance of the movement to a new ERP system. Enfield currently uses SAP and the successful applicant will be able to deliver the modernisation of the Chart of Accounts and undertake needed system fixes. While they need to be willing and capable to personally undertake some of the work, they will also need to be able to identify and project manage a wide range of activities that are necessary for a new system.
