2 positions to be filled in Small Business/Self Employed, Field Exam, South Atlantic Area, one in Jacksonville, FL and one to be filled in Tampa, FL.



The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.



Knowledge of intermediate accounting principles, practices, methods, auditing standards, and developments are needed to provide advice, assistance, and recommendations to subordinates on unusually complex, sensitive, or precedent-setting situations; and to provide quality review of cases.



Knowledge of management theories and practices in order to direct the work of program area(s) assigned effectively, as well as demonstrate effective management of human resources and materials.



Knowledge of compliance programs, including pre-filing and post-filing activities, in sufficient depth to plan and direct the work of subordinates; promote voluntary compliance; and ensure fair and equitable compliance activity.



Knowledge of examination programs to plan and direct the work of subordinates.



Knowledge of Internal Revenue Code and tax related laws, court decisions regulations, and precedent rulings in order to provide authoritative technical guidance and ensure pertinent issues are addressed and fully developed during examinations.

If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service.
One year of experience refers to full-time work; part-timework is considered on a prorated basis.

BASIC REQUIREMENTS/Individual Occupational Requirements (IOR):



Education

Undergraduate Education: Major study -- any field or Graduate Education: Major study -- accounting, auditing, taxation, business administration, law, or other related fields form an accredited college or university.



OR



Specialized Experience

Experience that demonstrated a substantive knowledge of business practices, basic accounting principles, and Federal tax laws and regulations; and that required the ability to audit tax records, analyze systems and bookkeeping, use factfinding techniques, and develop interpersonal skills. Qualifying specialized experience may have been gained in work such as:
Office auditing of various types of tax returns to determine tax liability of individual tax payers, businesses, or corporations.
Applying pertinent parts of the Internal Revenue Code and related regulations and procedures to: (1) conduct comprehensive analytical examinations, (2) use creative in-office factfinding techniques, and (3) develop effective public contact skills.
Determination and redetermination, or audit, on liability for Federal taxes.
Program evaluation, internal audit or administrative management of the assessment and collection of Federal taxes (other than alcohol and tobacco).
Investigating alleged criminal violations of Federal tax statutes and making recommendations for criminal prosecution and assertion of civil penalties.
Collecting delinquent Federal taxes (other than alcohol and tobacco), including canvassing for unreported taxes due, and securing delinquent returns.
Interview

Applicants for positions in this series may be required to demonstrate in an interview that they possess the personal characteristics necessary for the successful performance of Tax Technician work.



ADDITIONAL ACCOUNTING REQUIREMENT:

Applicants must demonstrate their knowledge of Principles of Accounting and Intermediate Accounting. Candidates can demonstrate this knowledge either through successful completion of 12 semester hours / 18 quarter hours of college level accounting (with at least 6 semester / 9 quarter hours at the intermediate level) or successfully passing an IRS Online Intermediate Accounting Assessment.



SPECIALIZED EXPERIENCE IR-05: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight; Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled; Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources); Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers; Experience working various compliance programs including pre-filing and post-filing activities to promote voluntary compliance and fair and equitable compliance activity; Experience providing guidance related to compliance both verbally and in writing to collaborate with internal and external customers; Experience with tax related automated programs (i.e RGS, ERCS) and processes to provide guidance regarding system functions and enhance productivity and quality in program areas.

MEET TIME IN GRADE (TIG) REQUIREMENT: For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for.
