Role

The Management Internal Auditor will work as part of the OIPA team to help ensure that SANDAG is effective and efficient in their operations. This entry level position will learn to audit with a proactive approach from both an internal and external audit perspective. The Auditor will help to develop audit programs that support the accomplishment of the OIPA’s annual audit plan and will participate in Audit Committee and Board Meetings, attend annual audit training and work with both SANDAG management and the OIPA Auditors to support the success of SANDAG operations. The Auditor will perform various types of audits and reviews, that include all aspects of the audit life cycle, and follow-up, and work with SANDAG Management on outstanding corrective actions plans.

Office of the Independent Performance Auditor

Under general administrative direction of the Board of Directors and Audit Committee, the Office of the Independent Performance Auditor reviews SANDAG programs, functions, operations, management systems, and procedures to assess whether the agency is achieving economy, efficiency, and effectiveness in the full use of resources. The Office also reviews compliance with the agency’s administrative policies, procedures, and regulations including reviews of funding, revenue streams, capital programs, expenditures, enterprise risk management, public bid process, transportation, and other regional planning programs and initiatives that impact the region.

The independent audit function is a catalyst for helping SANDAG accomplish its objectives by using a systematic, disciplined approach to evaluate and improve the effectiveness of risk management, governance processes, and management controls. This objective source of advice helps SANDAG showcase its commitment to integrity and accountability allowing the agency to continue along the path of providing valuable improvements for the San Diego region.

Job Responsibilities

• Participate in the preparation of administrative, operational, financial, performance, and management studies and audits of SANDAG activities, functions, services, and programs.

• Obtain and analyze data as a basis for evaluating operations and/or internal controls; form an objective opinion on the adequacy and effectiveness of audited activities.

• Conduct preliminary reviews of laws, policies, best practices, regulations, contracts, and previous audit reports; perform interviews of appropriate officials, representatives, and experts in the field of study.

• Assist with pre-award evaluations of consultant cost proposals, review indirect/overhead cost rate audits, interim and final contract cost audits, and close-outs for compliance with funding agency requirements.

• Participate in identifying potential performance audit areas and periodic performance audit planning meetings.

• Prepare reports that summarize analyses of management issues, discuss agency vulnerabilities, and recommend solutions to issues or problems identified in the course of an audit.

• Assist with the development and implementation of new or revised internal audit programs, policies, procedures, and methods of operation; assist with recommending and implementing enhancements to ensure effective systems and services are in place.

• Collect, compile, and analyze information on topics related to internal audit programs, services, and activities; prepare technical records and reports to interpret and present data.

Experience and Qualifications

• A bachelor’s degree with major course work in accounting, finance, business, public administration or a related field.

• One to three years of professional auditing or accounting experience.

• Familiarity with the standards for the Professional Practice of Internal Auditing and the Government Auditing Standards and the Code of Ethics developed by the Institute of Internal Auditors.

• Knowledge of practices and procedures of enterprise and governmental program accounting, including cost and project accounting and methods of financial control and reporting.

• Experience completing assignments that involve researching, analyzing, and synthesizing information into written summaries, reports, or recommendations.

• Knowledge of financial, statistical, comparative tools, and software used for statistical analysis, data management, and data analytics.

• Experience analyzing and reviewing documents, data sets, and processes with a detail-oriented and analytical eye; experience updating and maintaining project databases, files, and records, including data documentation.

• Strong computer skills and proficiency with the Windows operating system and Microsoft Office applications especially Word and Excel; and familiarity with auditing software.

• Excellent organizational skills, attention to detail, and ability to multitask and work on several projects simultaneously.

• Ability to communicate with various audiences using exceptional interpersonal, written, and oral communication skills.

• Understanding of the need to maintain confidentiality and act with diplomacy when working with confidential materials.
