Under the limited supervision of a committee chairperson, performs and prepares legal research, bill and amendment drafting, analysis of legislation, coordination of committee activities, responds to inquiries concerning issues in assigned subject areas and other related work is required. Examples of Work
(A position may not be assigned all of the duties listed, nor do the listed examples include all of the duties that may be assigned.) Performs and summarizes legal, qualitative, and quantitative research for pending and proposed legislation in an assigned subject area or other special projects. This may include: case law reviews; statute searches; comparative legal research; statistical analysis of available data; and working with state agencies and interested groups. Draft legislative bills, constitutional amendments, resolutions, and amendments. Analyzes all legislation brought before the assigned committee. This may include; preparing hearing abstracts of each bill; reporting historical and fiscal implications; reporting relevant issues and ramifications; and preparing other pertinent information. Conduct complex research and performance audit projects Coordinates committee activities and functions. This may include: scheduling hearings; preparing statements of intent; preparing fact sheets; preparing committee statements; organizing hearings, and presenting factual testimony at public hearings. Prepare research, organize hearings, and draft reports for interim studies Responds verbally or in writing to inquiries concerning bills and issues dealt with by the committee or assigned subject area. Participates in meetings on legislation (e.g. with other legislative staff, senators, lobbyists, state agency officials, etc.). Monitors events related to the Committee’s jurisdiction or assigned subject area (legislative oversight functions). Performs other duties as assigned.
Qualifications / Requirements
Entry knowledge, abilities and/or skills may be acquired through, BUT ARE NOT LIMITED TO, the following coursework/training and/or experience.) Legal Counsel Position: Any combination of training and/or experience that will enable the incumbent to possess the required knowledge, skills and abilities. A general qualification guideline for this position is graduation from a recognized law school plus admission to the Nebraska State Bar Association is required. Two (2) years of experience in private practice, as a legislative aide, or in the subject area of the Education Committee is highly desirable. Starting salary for a Legal Counsel is $61,847. Research Analyst Position: Any combination of training and/or that will enable the incumbent to possess the required knowledge, skills and abilities. A general qualification guideline for this position is a Bachelor’s degree and two (2) years experience in a research oriented position. A relevant graduate degree may substitute for two (2) years of experience. Starting salary for a Research Analyst is $50,494.
Knowledge, Skills and Abilities
(These may be acquired on the job and are needed to perform the work assigned.) Knowledge of: case and statutory law; procedural law rules and regulation; research techniques; the structure and operation of the Unicameral and its divisions; the legislative process; legislative rules; conventions of bill drafting; the structure and operation of state government; legal memo and brief preparation. Ability to: communicate effectively orally and in writing at many levels; summarize complex and voluminous data into a concise format (written or oral); present information to groups with diverse backgrounds; interact well with a divers group of people; organize and plan work; work independently with minimal supervision; work under pressure; define and analyze problems; and maintain confidentiality.
